The All India Institutes of Medical Sciences (AIIMS) is a group of autonomous government public medical universities functioning under the jurisdiction of the Ministry of Health and Family Welfare, Government of India. AIIMS institutions are recognised as Institutes of National Importance (INI) and are among the most prestigious medical colleges in India.
The foundation stone of the first AIIMS was laid in 1952 during the tenure of Rajkumari Amrit Kaur, India’s first Union Health Minister. After four years, on 18 February 1956, the All India Institute of Medical Sciences Act, 1956 was introduced in the Lok Sabha, leading to the establishment of AIIMS New Delhi in the same year. Although the institute was initially proposed to be set up in Calcutta, it was eventually established in New Delhi following the refusal of then West Bengal Chief Minister Dr. Bidhan Chandra Roy.
The AIIMS Act granted the institute full autonomy and conferred upon it the status of an Institute of National Importance. For several decades, AIIMS New Delhi remained the only AIIMS in the country.
In 2003, the Government of India announced the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) with the objective of correcting regional imbalances in the availability of affordable and reliable tertiary healthcare services. The initiative focused on two major components: establishing AIIMS-like institutions across India and upgrading existing government medical colleges.
Although PMSSY was announced during the tenure of Prime Minister Atal Bihari Vajpayee, the project faced delays due to a change in government at the centre. The scheme was officially launched in March 2006, and six new AIIMS-like institutions were approved. These institutes became operational through an Ordinance in September 2012.
To replace the Ordinance, the AIIMS (Amendment) Bill, 2012 was introduced in the Lok Sabha on 27 August 2012. The Bill was passed by the Lok Sabha on 30 August 2012, approved by the Rajya Sabha on 4 September 2012, and officially notified on 13 September 2012. The amendment further enhanced institutional autonomy and empowered the central government to establish additional AIIMS institutions through gazette notifications with equal status.
On 1 February 2019, during the Interim Budget presentation for 2019–20, then Finance Minister Piyush Goyal announced the establishment of a new AIIMS in Haryana. Subsequently, in March 2019, the Union Cabinet approved the AIIMS project at Majra Mustal Bhalkhi, Rewari district.
Later, on 1 March 2022, Prime Minister Narendra Modi announced the establishment of AIIMS Manipur under the Atmanirbhar Bharat Scheme.
As of now, there are 20 operational AIIMS institutions in India offering the MBBS course, and 6 new AIIMS medical colleges have been proposed to further strengthen the country’s public healthcare and medical education infrastructure.
